FREEHOLD – Two men and two women have been charged in connection with a July 2024 shooting that left one dead and another injured, Monmouth County Prosecutor Raymond S. Santiago announced on Friday.
Lahmeir C. Hill, 31, of Pemberton Borough (Burlington County) and Sadiq Palmer, 25, of Freehold Borough, were each charged with one count of first-degree Murder, one count of first-degree Attempted Murder, one count of first-degree Conspiracy to Commit Murder, and various second-degree weapons charges. Simone K. Moultrie, 53, of Red Bank, was charged with one count of first-degree Murder, one count of first-degree Attempted Murder and one count of third-degree Hindering. Ticco K. Griffin, 29, also of Red Bank, was charged with one count of third-degree Hindering.
At approximately 3:13 a.m. on Wednesday, July 10, 2024, officers from the Red Bank Police Department responded to the 100 block of River Street for a report of shots fired. Upon arrival, officers discovered two victims, both male, suffering from gunshot wounds.
One victim, identified as Mikal Muhammad, 36, of Red Bank, was pronounced deceased on scene, while the other male was transported to Jersey Shore University Medical Center, treated and released.
The investigation into the double shooting, led by members of the Monmouth County Prosecutor’s Office Major Crimes Bureau, the MCPO Narcotics and Criminal Enterprise Unit and the Red Bank Police Department, resulted in Hill and Palmer being identified as the individuals responsible.
Prosecutor Santiago would also like to acknowledge and thank our law enforcement partners who assisted in this investigation including members of the New Jersey State Police, the Monmouth County Emergency Response Team (MOCERT), the Burlington County Prosecutor’s Office, Freehold Borough Police Department and Pemberton Borough Police Department.

The case is assigned to Monmouth County Assistant Prosecutor Michael Luciano of the Major Crimes Bureau. Information regarding representation for Hill, Palmer, Griffin and Moultrie were not readily available.
Despite these charges, every defendant is presumed innocent, unless and until found guilty beyond a reasonable doubt, following a trial at which the defendant has all of the trial rights guaranteed by the U.S. Constitution and State law.
