HOWELL – A township man has been charged for providing another Howell man with drugs that ultimately killed him, officials said.

Paul R. Clites, 40, of Howell, was charged with one count of first-degree Strict Liability for a Drug-Induced Death, two counts of third-degree Possession of a Controlled Dangerous Substance (Heroin and Methamphetamine), one count of third-degree Distribution of a Controlled Dangerous Substance (Heroin) and three counts of third-degree Possession of a Controlled Dangerous Substance with Intent to Distribute.

On December 22, 2023, at around 12:44 p.m., police responded to a home on Westbrook Road for an unresponsive adult male. Officers found the man dead on the floor of his bedroom.

According to officials, Clites had been communicating with the victim throughout the time leading up to his death. Authorities later discovered that communication led to Clites providing drugs to the victim that ultimately caused his death. The victim’s identity was not released.

Clites remains in custody at the Monmouth County Correctional Institution (MCCI) after being extradited from Pennsylvania, pending proceedings to be held in Monmouth County Superior Court.

Despite these charges, every defendant is presumed innocent, unless and until found guilty beyond a reasonable doubt, following a trial at which the defendant has all of the trial rights guaranteed by the U.S. Constitution and State law.
