TOMS RIVER — A Monroe Township man has been indicted on charges related to a fatal hit-and-run crash that killed a Little Egg Harbor Township pedestrian last year, authorities announced.

Ocean County Prosecutor Bradley D. Billhimer said a grand jury on May 28 indicted Artice Norvell, 54, on charges of vehicular homicide and knowingly leaving the scene of a motor vehicle crash resulting in death.

The charges stem from a Nov. 5, 2025, crash in Little Egg Harbor Township that claimed the life of 68-year-old Domenico Russano.

According to investigators, officers with the Little Egg Harbor Township Police Department responded around 4 a.m. to the intersection of Center Street and Oak Street after receiving a report of an injured pedestrian. When officers arrived, they found Russano lying in the roadway with severe injuries.

Russano was transported to AtlantiCare Regional Medical Center in Atlantic City, where he later died from his injuries.

Authorities said an investigation conducted by Little Egg Harbor police and the Ocean County Sheriff’s Office Crime Scene Investigation Unit determined that Russano was walking on a sidewalk when he was struck by a white Ford F-650 box truck. The vehicle then fled the scene.

Investigators later identified Norvell as the driver of the truck at the time of the collision.

Norvell was initially charged on March 6, 2026, with vehicular homicide and knowingly leaving the scene of a motor vehicle crash resulting in death. He surrendered to authorities three days later and was lodged in the Ocean County Jail before being released under New Jersey’s bail reform guidelines.

Billhimer credited Senior Assistant Prosecutor Stephen Burke for presenting the case to the grand jury and praised the efforts of the Little Egg Harbor Township Police Department and the Ocean County Sheriff’s Office Crime Scene Investigation Unit for their work on the investigation.

The case will now proceed through the court system.

As with all criminal cases, the charges are accusations, and Norvell is presumed innocent unless and until proven guilty in a court of law.
